Preparatory activities for a project of common interest with strategic significance for the region’s green energy future

The development of the Dospat Pumped Storage Hydropower Plant will support the integration of a larger share of renewable energy and strengthen the electricity infrastructure in this part of Southeastern Europe. Once operational, the project will provide an added storage capacity of 14 GWh, offering improved energy balance and security for consumers.

PCI Status

Hydro-pumped storage in Batak is included as No. 2.24 in the second Union list of Projects of Common Interest and Projects of Mutual Interest under Commission Delegated Regulation (EU) 2026/764, published on 9 April 2026.

Technical Description

•    Project type - Pumped storage hydropower plant

•    Main components - Dospat and Shiroka Polyana Dams will be used as reservoirs for the project

•    Planned generating capacity - ~800 MW

•    Pumping capacity - ~728 MW

•    Storage capacity - ~14 GWh

Regional Context

Dospat Reservoir is located in Southern Bulgaria, near the highest-altitude town in the country, Dospat. As one of the largest artificial reservoirs in Bulgaria, it encompasses significant water resources that are still underutilized for hydroelectric purposes.

The combination of abundant water resources and fluctuating natural elevation makes the area highly suitable for the proposed pumped storage hydropower plant. The project will efficiently use existing infrastructure, including Dospat Reservoir (in Smolyan Province) and Shiroka Polyana Reservoir (in Pazardzhik Province), located nearby.

The project aims not only to create new employment opportunities for local residents but also to stimulate small and medium-sized business development and attract investments to modernize the region.

Added Value for Europe

The project will contribute to both energy security and regional development in Southeastern Europe by:

•    Ensuring supply security - providing rapid response during emergencies and peak loads

•    Supporting renewable energy - reinforcing hydropower as a key source of electricity in the area

•    Enhancing grid flexibility - offering 14 GWh of storage capacity to balance electricity supply

•    Promoting EU sustainability policies - contributing to the European Green Deal and local emissions reduction strategies

Project Maturity

At the moment, the hydro-pumped storage in Dospat project is in the pre-feasibility and feasibility studies, with a preliminary study already completed.

Although applying for support under the “Studies” category of the Connecting Europe Facility (CEF) – Energy, the project demonstrates a high level of maturity. It leverages existing hydro infrastructure, has clearly defined technical parameters, and follows a realistic implementation schedule targeting commissioning in 2032. Supported by NEK EAD as the lead promoter and aligned with key European energy priorities, the project is well-positioned for successful development and implementation.

Environmental and Social Responsibility

The project focuses on efficient water management, maximizing the use of existing infrastructure, and improving climate resilience. An additional benefit is the reduced flood risk in the area, thanks to the added storage capacity and the ability to control reservoir levels as needed.

Public Consultations

In line with Regulation TEN-E (EU) 2022/869, NEK EAD plans to conduct transparent and structured consultations with all stakeholders. The project includes regular dialogue with local communities and institutions, and progress will be communicated consistently through official channels.

Regional Significance

The Dospat area has significant water resources and strong potential for sustainable energy development. Implementing the proposed PHS project will support the region’s green modernization, create new jobs, and establish Dospat as a key energy hub in Bulgaria.
