Batak Pumped Storage Hydropower Plant project

Studies for a strategic Project of Common Interest (PCI) supporting Southeast Europe’s sustainable energy future

The construction of the Batak Pumped Storage Hydropower Plant is a key energy infrastructure project which, upon completion, is going to strengthen significantly the energy system of Southeast Europe. The project is envisioned to provide large-scale energy storage, grid flexibility, and reliable integration of renewable energy sources for the region.

PCI Status

Hydro-pumped storage in Batak is included as No. 2.23 in the second Union list of Projects of Common Interest and Projects of Mutual Interest under Commission Delegated Regulation (EU) 2026/764, published on 9 April 2026.

Technical Description

•    Project type - Pumped storage hydropower plant

•    Main components - The project will use the existing Batak Reservoir and a newly constructed reservoir in the vicinity.

•    Planned generating capacity - ~800 MW

•    Pumping capacity - ~728 MW

•    Storage capacity - ~14 GWh

•    Allocated funds from the EU - To be announced

Regional Context

Located in the western part of the Rhodope Mountains, the area around Batak Dam combines rich natural resources with an established role in Bulgaria’s energy system through the Batak Hydropower Cascade. Known for its dense forests, clean air, and the tourism appeal of nearby resorts like Tsigov Chark, the region is well-suited for the development of a new pumped storage hydropower plant. Such a project would build on existing infrastructure, enabling efficient energy storage and supporting renewable energy integration, while maintaining the area’s environmental integrity. By utilizing water resources in a closed-cycle system which minimizes land disturbance, the project would modernize the region’s energy profile, create new job opportunities, and preserve the natural landscape that defines Batak.

Added Value for Europe

The project delivers substantial benefits at both national and European levels, including:

•    Security of supply - Strengthens system adequacy and resilience through a rapid response to peak demand and emergency situations

•    Renewable integration - Enables higher shares of variable renewable energy through the construction of a new pumped storage hydropower plant that uses existing infrastructure (Batak Reservoir) to minimize disruptive effects on biodiversity and the environment in the region

•    System flexibility - Provides balancing and storage capabilities through 24-hour and weekly load management

•    Alignment with European policy objectives - аdheres to goals outlined by Тhe European Green Deal, EU’s 2050 long-term strategy and climate neutrality targets, REPowerEU

Project Maturity

The hydro-pumped storage in Batak project is currently in the pre-feasibility and feasibility studies phase, with a preliminary study already completed.

Despite applying for support under the category of “Studies” within the CEF Energy program, the Batak Pumped Storage Hydropower Plant demonstrates a high level of maturity. It builds on an existing and well-established hydropower complex (the Batak Hydropower Cascade) and is supported by completed preliminary studies, clearly defined technical parameters, and a realistic implementation timeline targeting commissioning around 2034. With a designated project promoter like NEK EAD, which is current the leader in hydro energy production for the country, and strong alignment with key European energy corridors and policy objectives, the Batak hydro-pumped storage project is well-equipped to follow its proposed implementation outline and deliver expected results on time.

Environmental and Social Responsibility

The hydro-pumped storage in Batak project is being developed in compliance with all relevant EU environmental legislation with an emphasis on proactive biodiversity protection, sustainable use of water resources, climate resilience, and industry-leading mitigation measures.

Public Consultations

In accordance with the TEN-E Regulation (EU) 2022/869, NEK EAD has been conducting the required consultations with local authorities and stakeholders in a transparent and professional manner and has received valuable feedback about the planned implementation in the process. The promoter team plans to continue this active dialogue with participating sides and to share important announcements about the project’s journey through official communication channels, keeping stakeholders well-informed and highly engaged.

Regional Significance

Located in the western part of the Rhodope Mountains, the Batak area is characterized by dense forests, clean air, and a cool climate, making it attractive for tourism and recreation, including the nearby resort of Tsigov Chark. At the same time, the reservoir is a key component of the country’s hydropower system as part of the Batashki hydro cascade. It offers significant potential for the development of modern hydropower projects, supporting the region’s green energy future and creating new job opportunities for specialists and hydropower engineers.
